Carry this as a self-defence tool in the UK and you will break the law, even if you wear it in your hair. This has very few applications as a "tool" and can be used aggressively, thus it is not likely to be accepted as something you can carry every day. Since it is solid and can be used to penetrate or break items, I don't think the suggestion that this could be a kid's toy is sensible.
